Phase 2 delivered the production rail and started the pilot in Q2 2026; Phase 3 extends that pilot, scales suppliers/devices, and locks compliance.

Overview

Phase 3 is the continuation of the pilot that began in Q2 2026. We move from a successful EU lane pilot to scaled operations: thousands of additional households, more PV parks, tighter compliance (registry mirrors, first-seen rules, proof packs, ESG exports), and hardened SLAs for attestors and device data. Settlement law remains unchanged: No EMT, no funds · Must-fund before shipping · One-Claim · Locked EDSD → Unlocked EDSD only on proof · 50% of each protocol fee burns in EDM.

Q1 2027 — Supplier Integration & Scale-Up

  • Scale the live pilot: +10,000 households and +4 PV parks (cumulative target: ~15,000 households, 5–6 parks)

  • Automate onboarding: device key bind, policy checks, attestor allocation, aggregator flows

  • Throughput tuning: hourly attributes → aggregation to 1 MWh tokens (where policy allows)

  • Compliance hardening: expand Registry Mirror coverage (I-REC/GO/VCM), enforce First-Seen rules, publish proof packs for auditors (PoV hash, lineage, mirror serials, burn hashes)

Acceptance / exit criteria: Sustained daily active devices ≥ 10k; ingestion success ≥ 99.7%; median “reading→mint” ≤ 60 s. Duplicate block rate > 99.9% (One-Claim); disputes close ≤ 72 h p95. ≥ 95% of retirements posted with mirror serials where applicable; registry mirror SLA met.

Q2 2027 — Hardware Expansion & End-to-End Compliance Readiness

  • Add households and PV parks: +5,000 households and +3 PV parks (Phase-3 totals: ~20,000 households, ~10 parks)

  • End-to-end validation at scale: tokenization → certificate issuance → listing → trade/retire, receipts with 50% EDM burn on every settlement/retirement

  • Data retention & privacy: WORM retention, redaction commitments, optional ZK range proofs for sensitive fields

  • Regulatory readiness: close remaining gaps (program-specific reporting, PoR disclosures, attestor SLA evidence), publish attestor leaderboard and Phase-3 post-mortem (KPIs, incidents, remediations)

Acceptance / exit criteria: Hourly ingest success ≥ 99.8%; data freshness p95 ≤ 5 min; PoV pass rate ≥ 98.5% after retries. Platform capacity ≥ 200–300 retirements/day + sustained attribute aggregation within target latencies. Audit dry-run: external auditor can replay from L1 blobs and reconcile all proof packs 100%.

Expected Outcomes

  • Validated, IoT-powered tokenization at scale: ~20k homes, ~10 parks

  • Compliance framework locked: mirrors + first-seen rules + ESG exports + daily PoR, all tied to proof pages and burn hashes

  • Operational readiness: attestor SLAs enforced, device-data integrity proven (Merkle roots + inclusion proofs), exceptions & revocations within SLA

  • Launch posture for broader rollout: additional regions/lanes without changing the rail’s law

Notes on continuity

  • Pilot started in Q2 2026 (Phase 2): initial devices/parks, first retirements, burn-backed receipts, governance Phase-1

  • Phase 3 (Q1–Q2 2027): scales that pilot and finishes compliance integration—it does not repeat Phase-2 tasks or timelines

Settlement law remains constitutional: facts → PASS → EMT → Locked→Unlocked EDSD → fee → 50% EDM burn → receipt—or nothing moves.
